Rural Housing Indira Awaas Yojana (IAY) for BPL

Group of Men:
We are a group of poor villagers of ................ village. We are homeless. We come to know that Block is sanctioning IAY houses to the homeless. Who should we talk to ?

Block Employee:
The Senior Clerk in the Development Section is looking after IAY. You can meet him in the Development Section. (The group of men go and meet the clerk)

Group of Men:
We have come with a view to getting houses under IAY. What should we do?

Concerned Assistant:
To get houses under IAY you have to meet the following guidelines.

  • You should be a permanent resident of a village.
  • You should be a BPL Card holder.
  • You should be landless and homeless.
  • Your name should be selected in the Gram Sabha so that work order will be issued to you. Then you enjoy the benefit of home.
  • Of course, the Govt. has reserved some percentage for some category like Green Card Holders, Handicaps.

To avail houses under Special IAY scheme one has to meet the following guidelines like:

  • One has to be a permanent resident of a village
  • One has to be a BPL Card Holder
  • One's dwelling houses should have been damaged / collapsed (either partly or fully) in the last Super Cyclone.
  • He should have received either Rs.2000/- or Rs.1000/- as exgratia help from the concerned Tahasildar.
  • He should not have other pucca houses in the village.
  • He should not have availed any financial assistance for construction of his house from any Govt or non-Govt organisations.
  • A person who has received only Rs.1000/- as ex-gratia and satisfies the above criteria, his name will be considered through drawl of lottery.

  • It is learnt that Blocks are giving loans to the poor under SGSY scheme.

Who deals with that in our Block.

1st Man :
Sir I am from .............. village. I am a poor man and wants to avail a loan under SGSY. What should I do?

To get a loan under SGSY one has to meet certain criteria, like:
  • One has to be a permanent resident of a village.
  • One has to be a BPL Card Holder of 1997 BPL list.
  • One must not be a loanee of any Bank or SCS.
  • The opted project has to be a NABARD approved one.

PA/ E.O:
If one fulfils the above criteria he has to attend the Palli Sabha where a Three Men Committee will consider his case. Upon his selection by them his application will be filled in and will be duly sponsored to the concerned Bank for sanction and disbursement of loan.

Apart from this, if you form a group ( only BPL Holders) SHG loans may be disbursed under certain criteria like :-

  • The group must be 2 years old.
  • It has to pass Grade- I and Grade-II tests.
  • The opted scheme must be approved by NABARD.

This is the process and you can apply for either.

Arnapurna Antodaya Yojana (AAY) for BPL

What is AAY
It is a social assistance scheme where a selected person gets rice at a subsidised price for survival of his family. The guidelines are as follows:

One has to be a BPL card holder of 1997 BPL list. The priority will be given to a woman where she is the head of the family.

  • The disables and handicaps will be given next priority
  • The landless BPL holders will be given 3rd priority.
  • One should not have been assisted under any other social assistance schemes like OAP/ WP/ NOAP etc.

BENEFIT :

  • A selected person will receive 25 kgs of rice at a subsidised rate of Rs.3/- per month.

Balika Sambrudhi Yojana (BSY) for BPL

What is BSY
It is a financial assistance provided to the mother of a newly born girl child. The eligibility criteria for the above scheme are as follows:

  • The mother should belong to the BPL category.
  • The girl child should be of 1st or 2nd pregnancy only.

BENEFIT:

  • The mother will receive Rs.500/- from the competent authority.

National Maternity Benefit Scheme (NMBS) for BPL

What is NMBS
National Maternity Benefit scheme is a Social Assistance Scheme meant for providing some financial assistance to a Pregnant woman of a BPL House hold. The guidelines are as follows:
  • should be a permanent resident of a village
  • should belong to a BPL category
  • one can enjoy the benefit during her 1st and 2nd pregnancy only.
  • one can apply during 8 - 9 months pregnancy only.

BENEFIT :
  • The pregnant woman will get Rs.500/- from the competent authority during 8 to 9 months of her pregnancy.

National Family Benefit Scheme (NFBS) For BPL families

What is NFBS
National Family Benefit Scheme is a Social Assistance Scheme meant for the living spouse of a deceased person, who is the earning member of the family. The guidelines for the above scheme are as follows:
  • The deceased person should be a BPL Category.
  • The deceased person should be the earning member of the family.
  • The deceased person should in between 19 to 64 years of age.
  • The claimant should produce a death certificate duly issued by Medical Officer of concerned PHC.
  • Should not have received any post death benefit assistance from any other Insurance Company.

BENEFIT:
  • The spouse of the deceased will receive Rs.10,000/- from the competent authority, under the above scheme.

Procedure to apply for BPL Card

Applicants should furnish the following documents along with application for obtaining new cards:-

1. Three passport size photographs of the applicant.
2. Proof of residence:

Copy of any of the following documents showing the residence address of the applicant ( Item No. 2)

  • Identity card issued by the Government or Public Sector Undertakings/
  • Latest Telephone bill on the name of the applicant/
  • Recent mail received by the applicant /
  • Latest LPG receipt on the name of the applicant /
  • Valid driving license /
  • Valid Passport /
  • Voter Identity card /
  • Latest tax paid receipt, if living in own house /
  • Extract of the electoral Roll /
  • Latest Rent paid receipt, if living in a rented house, clearly indicating the name and complete postal address of the owner/
  • Any other document that may prove the applicant’s residence

In respect of poor applicants who do not have any of the above documents, Food Inspector will conduct local enquiry and draw up a mahazar about the applicant being a bonafide resident or not. Further, if the issuing authority is not satisfied by any one of the proofs given by applicant, then the authority may ask for a second proof among any one of the proofs listed above. A decision will be taken on the submission of second proof.

Latest Income certificate, if the applicant is seeking a yellow card (BPL card). In addition, the Food Inspector concerned will conduct local inquiry to verify about the ownership of any valuable assets that may disqualify the applicant from being issued a BPL card.

Surrender certificate or deletion certificate issued by the competent authority of Food & Civil Supplies Department if the applicant has moved from one place to another place;

Every applicant will be issued an acknowledgement with the due date. The applicant should demand and collect the acknowledgement.

The applicant should obtain the ration card after duly signing in the Assignment register maintained in the rationing office.

For issue of new ration card, Rs.5/- is the charge for BPL cards and Rs.10/- for APL cards,

Below Poverty Line (India)

Below Poverty Line is an economic benchmark and poverty threshold used by the government of India to indicate economic disadvantage and to identify individuals and households in need of government assistance and aid. It is determined using various parameters which vary from state to state and within states. The present criteria are based on a survey conducted in 2002. Going into a survey due for a decade, India's central government is undecided on criteria to identify families below poverty line

For the alleviation of the poor the Govt. of India has introduced the BPL (Below Poverty Line) scheme under which only the really poor belonging to vulnerable section of the society, earning their livelihood on daily basis like porters, collies, black smith, rickshaw pullers and hand –card pullers, fruit and flower sellers on the payment etc. are identified and issued BPL (Below Poverty Line) Ration Card by the Food & Supplies Department of state government against which 35 Kgs. of wheat or Rice per card per month is issued @Rs. 4.50 and Rs.6.02 per Kg respectively.

For obtaining a Below Poverty Line yellow coloured ration card ,the applicant is required to submit application form duly attested by the Municipal Councillor or Village Sarpanch, two passport size group family photographs and an affidavit duly specified.
